Will Amarillo Voters Defend Preborn Texans in November?
This November, Amarillo will vote on the Sanctuary City for the Unborn (SCFU) ballot measure, which could further protect preborn Texans and their mothers from abortion. Amarillo is a key location, as many Texans pass through on their way to Colorado or New Mexico for abortions. However, the measure faces strong opposition from pro-abortion groups.
The Sanctuary City for the Unborn ordinance is another means by which Texans can protect women and preborn children from the horrors of abortion, reflecting the local community’s belief in the sanctity of human Life. If passed, Amarillo would join over four dozen Texas cities to implement this life-saving measure. The Sanctuary City for the Unborn ordinance prohibits abortion, abortion-inducing drugs, aiding and abetting an abortion, and abortion on the residents of the community no matter where the abortion takes place. While Texas law prohibits abortion, the ordinance adds additional protections by extending the private civil enforcement found in the Texas Heartbeat Act.
After the Amarillo City Council tragically rejected the Sanctuary City ordinance their constituents requested, the Amarillo citizens rallied and successfully placed the measure on the November ballot.
The Sanctuary City for the Unborn ordinance declares that:
(1) Human life begins at conception.
(2) Abortion is a murderous act of violence that purposely and knowingly terminates an unborn human life.
(3) Unborn human beings are entitled to the full and equal protection of the laws that prohibit violence against other human beings.
…(10) To protect the health and welfare of all residents within the city of Amarillo, including the unborn, and to ensure the federal prohibition on the shipment of abortion pills and abortion-related paraphernalia are obeyed, the city council finds it necessary to outlaw abortion within the city of Amarillo.
Pro-abortion groups, such as the Amarillo Reproductive Freedom Alliance, are fervently working to stop this life-saving measure from passing. Tragically, the Potter-Randall County Medical Society is prioritizing advancing abortion over protecting preborn lives and shielding mothers from the risks and trauma associated with it. These groups claim the abortion issue is solved in the state of Texas and such a measure is only intended to halt “emotional support to a woman considering abortion,” as Dr. Steve Urban said in a recent Potter-Randall County Medical Society board statement.
Unfortunately, abortions are still occurring in the Lone Star State, and preborn Texans are being killed in other states every day. According to available data, an estimated 19,000 abortion pills are being mailed into Texas each year, while Health and Human Services reports that around 15,000 women left the state for abortions in 2023 alone. The Sanctuary City for the Unborn measure would help safeguard preborn children from this ongoing threat.

If passed, the initiative will accomplish several objectives:
- Make abortion at any stage of pregnancy unlawful, except in the case of a medical emergency where the Life of the mother is in danger.
- Declare all abortion-inducing drugs, which end the Life of preborn children, to be contraband.
- Prohibit abortion in the city of Amarillo, safeguarding preborn children from abortion.
- Prohibit abortions on Amarillo residents, saving mothers from the significant immediate risks, major complications, and long-term negative psychological effects of abortion.
- Prohibit any organizations that facilitate abortions from operating in Amarillo.
- Ban the transportation and disposal of the remains of aborted children within city limits.
- Explicitly does not punish women, but those who aid and commit abortion.
The Sanctuary City for the Unborn ordinance would make Amarillo a safe haven for preborn children, protecting them and their mothers from the harm of abortion. Pro-Life Texans have already made a significant impact through local initiatives, and this November, it’s Amarillo’s turn to stand for Life.
